It is both a privilege and a responsibility to reflect on the journey of Surjer Hashi Network since its establishment in 2018 and to look ahead with confidence. SHN was founded with a clear mission: to ensure access to quality healthcare for all Bangladeshis, regardless of economic status or ability to pay.
SHN began by inheriting a large network of clinics originally established under the USAID-supported NGO Health Service Delivery Project, many dating back to 1997. Transforming this legacy network into a resilient, patient-centered healthcare system has required sustained effort, innovation, and strong institutional commitment.
Over the years, SHN has pursued a dual objective—maximizing health impact while advancing financial sustainability. Through investments in service quality, adoption of patient-centric approaches, and a strong focus on community needs, the organization has strengthened its value proposition.
Despite the withdrawal of donor support, increased tax and VAT burdens, and operational risks linked to temporary facilities, SHN has demonstrated resilience. Clinic-level cost recovery has lately reached 90 percent, with a growing number of clinics generating surpluses. At the same time, SHN has transitioned from manual processes to an integrated, secure, and data-driven digital management system, strengthening transparency and decision-making.
This progress has been made possible by the dedication of our staff serving communities across the country, guided by effective headquarters management and strong governance oversight by the Board of Directors. As we move forward, SHN’s priority is to consolidate these achievements and elevate the network to a new level of long-term sustainability, impact, and institutional strength.
Notwithstanding these gains, the gap between income and expenditure still persists at the network level. Under the new leadership of the Board of Directors, addressing this gap remains a key focus, and the Board is committed to pursuing this in earnest through strengthened governance, strategic actions, and the cooperation of all stakeholders.
